Miroslav Uřičař is the lead editor of the team of contributors to C.H.Beck's authoritative General Data Protection Regulation commentary, as well as various other publications on privacy law. His most recent publication is called Privacy in the Digital Age.

Electronic communications law (previously referred to as telecommunications law) has been a core area of our legal practice for many years. We advise on the full spectrum of regulatory matters, we represent clients in dealings with regulators such as the Czech Telecommunication Office and we act in disputes relating to electronic communications. Miroslav Uřičař brings extensive practical experience in these areas from his 18 years spent at T-Mobile Czech Republic, during which time he served as General Counsel with responsibility for the Legal, Regulatory Affairs, Data Protection, Data and Information Security, External Relations and Compliance.

Our expertise also extends to the regulation of the digital and data economy. This is an emerging area that has been shaped by a range of EU and national legislation. Major EU laws include the Digital Services Act, the Platform-to-Business Regulation (which promotes fairness and transparency for business users of online intermediation services), the often overlooked Data Act, the Data Governance Act and, perhaps the best known, the Artificial Intelligence Act. At the national level, key legislative instruments include the Czech Digital Economy Act and the Czech Artificial Intelligence Act.

Miroslav Uřičař is active in this field both professionally and academically. He advises companies across a wide range of sectors, providing legal analyses and expertise on implementing compliance frameworks as digital and data legislation continues to evolve. He is also a regular speaker at expert conferences and the author of numerous articles and publications on the subject of the digital and data economy. In addition, he serves as lead editor for C.H.Beck's authoritative commentary on the AI Act.

In the realm of compliance, our practice stretches from drafting internal policies to developing comprehensive compliance programmes, complete with monitoring and control mechanisms, in addition to providing practical support with their implementation. Where compliance programmes are already in place, we are happy to review their effectiveness and ensure that they are appropriately designed with a view to up-and-coming regulatory requirements in the area of digital and data economy.

Miroslav Uřičař leverages his wealth of compliance experience gained during his long tenure as General Counsel of T-Mobile Czech Republic, where he was also responsible for the company's compliance function. He is now a regular speaker on compliance matters at industry conferences and seminars.

We advise payment service providers and electronic money issuers, assisting them in obtaining authorisation from the Czech National Bank (CNB) and complying with their regulatory duties under the Czech Payment Systems Act and related legislation. We also represent them in administrative proceedings before the CNB.

We advise on whether conduct and proposed transactions are compatible with competition law, taking into account current regulatory guidance and case law. Our services include preparing submissions to the Czech Competition Authority (ÚOHS) and representing clients in antitrust proceedings, including in relation to sector-specific regulation, such as electronic communications. As a niche area of antitrust, we also advise on the Czech Competition Authority's supervisory powers over public authorities.

In Cybersecurity, we prepare legal analyses and compliance assessments in accordance with the new Czech Cyber Security Act (implementing the NIS2 Directive). Where interpretative issues arise, we liaise with the National Cyber and Information Security Agency (NÚKIB) to help clients navigate the legislation, which continues to present a number of practical and legal uncertainties following its entry into force.

As cyber security extends beyond legal compliance to encompass data and information security, we work closely with a network of highly-qualified, certified specialists. Together, we provide a comprehensive range of services, from carrying out initial IT infrastructure assessments and risk analyses to designing and implementing security measures, developing information security management systems and security policies, and conducting penetration testing, ongoing advisory support, staff training and preparation for ISO certification.

For many years, Miroslav Uřičař has served as an arbitrator at the Arbitration Court attached to the Czech Chamber of Commerce and the Czech Agricultural Chamber. So he is heavily involved in dispute resolution not only as legal counsel but also in an arbitral capacity. This experience both as sole arbitrator and as chair of the arbitral tribunal across numerous cases enables him to assess disputes through the eyes of an impartial third party.
